The Challenge

The pursuit of an autonomous Cordillera Administrative Region (CAR) requires broad public understanding, institutional readiness, and effective collaboration among local governments, Indigenous Cultural Communities, civil society, and other stakeholders. However, there is limited evidence on the region’s preparedness across cultural, economic, governance, and institutional dimensions.

The City is seeking innovative approaches to assess and strengthen the region’s readiness for autonomy. Solutions should evaluate community awareness, governance capacity, economic opportunities, and cultural considerations, while generating evidence-based recommendations that support informed decision-making and meaningful public participation in the autonomy process.
